A connected Cooper City roof may not be an individual decision

Cooper City’s current roof package includes a local rule for duplexes, townhouses, and multifamily structures with attached or continuous roofs. Reroof work must use identical color and materials across the connected roof. A change from the original system is possible when all owners replace the entire roof and the new assembly is identical throughout.

The City uses Accela Citizen Access and instructs applicants to upload the application and required documents as one PDF named with the job address. The roof file can include the Broward application, complete HVHZ package, product approvals, calculations, asbestos statement, association approval when applicable, NOC, and hurricane-mitigation affidavit.

Four Cooper City questions to answer before ordering

Ownership, connected-roof conditions, drainage, and rooftop solar can change both the private approval and permit scope.

Is the roof attached or continuous?

Duplex, townhouse, and multifamily roof sections may need identical color and material across the complete connected roof rather than an owner-by-owner replacement choice.

Does association approval apply?

The current checklist asks for HOA approval when applicable. Confirm the property’s governing documents and authorization without assuming every Cooper City home has an HOA.

How does water leave the roof?

The HVHZ application asks for roof levels, drains, scuppers, overflow paths, pressure zones, and parapets. Shared drainage and transitions belong in the scope.

Will rooftop solar be reinstalled?

Cooper City requires a separate permit for reinstallation of an existing photovoltaic system, and that permit must be obtained before the roof permit can be finalized.

Cooper City’s one-PDF electronic roof submission

The City’s electronic instructions call for one PDF containing the application and required documents, named with the job address, and submitted through Accela.

1

Resolve owners and association status

Identify every owner with authority over a connected roof and obtain association approval when the property’s governing structure requires it.

2

Assemble the complete PDF

Combine the current Broward application, full roof package, product approvals, calculations, asbestos statement, NOC, and mitigation documents into the City’s required file format.

3

Document common-roof compliance

Show how the material and color remain identical across an attached or continuous roof and obtain all-owner coordination when the entire system will change.

4

Coordinate solar and final inspections

Obtain the separate photovoltaic reinstallation permit when applicable, then complete the roof and related inspections required for finalization.

Have a leak, roof report, or replacement question?

Start with the Cooper City property and the decision you need to make.

Repair or replacement: let the roof condition decide

For a Cooper City attached or continuous roof, the repair-versus-replacement answer must consider the whole connected assembly and owner authorization. A narrow repair may solve an isolated source, but a material change or system-wide failure can require coordinated replacement rather than one unmatched section.

A focused repair may make sense when

  • • The source is isolated and reachable.
  • • Surrounding materials remain serviceable.
  • • Compatible repair details are available.
  • • The repair can address the actual failure.

Replacement deserves comparison when

  • • Leaks or failures appear in multiple areas.
  • • Underlayment or flashing problems are widespread.
  • • Prior repairs no longer provide a stable base.
  • • A repair cannot reasonably solve the system issue.

Cooper City roofing questions

Can one townhouse owner change only their part of a Cooper City roof?

Not always. Cooper City requires attached or continuous roofs on duplexes, townhouses, and multifamily structures to use identical color and materials. A complete system change requires coordinated whole-roof replacement.

Does every Cooper City reroof need HOA approval?

No. The current checklist requires association approval when applicable. The property’s governing documents determine whether that approval is needed.

How are Cooper City roof documents uploaded?

The City instructs applicants to combine the application and required documents into one PDF named with the job address and use its electronic Accela process.

When does Cooper City require a Notice of Commencement?

The current roof checklist says a certified or electronic Notice of Commencement is required at $5,000 or greater. Confirm the final filing path for the permit.

Does existing rooftop solar need a separate Cooper City permit?

Yes. The City’s roof package says reinstallation of an existing photovoltaic system requires a separate permit that must be obtained before the roof permit can be finalized.

Is M&M Roofing licensed to work in Cooper City?

Florida DBPR lists M&M Roofing and Construction Corp under Certified Roofing Contractor license CCC1332459. Cooper City registration, Accela, common-roof, permit, and inspection procedures still apply.
